Executive Summary
The K-Innovation Partnership Program was launched in 2022 to strengthen the capacity of Peruvian civil servants in implementing STI (Science, Technology & Innovation) policies by sharing methodologies on planning methodology and technology forecasting. In this context, the the National Council of Science, Technology and Technological Innovation (hereinafter CONCYTEC) and the Science & Technology Policy Institute (hereinafter STEPI) have been teaming up, working very closely and intensively so far.
In 2022, STEPI and CONCYTEC staged a series of activities such as a preliminary meeting, MOU signing ceremony, online kickoff meeting, and virtual ‘Capacity-Building Workshop’, followed by an onsite ‘Dissemination Workshop’. The most important task for both sides was to identify the scope, process, contents and timetable of this project. Thanks to diligent work and versatile dialogue between both sides, this project was able to stay on the right track, and every activity was completed successfully. The most meaningful event was the ‘Dissemination Workshop’ held on October in Lima. It was the first onsite (offline) workshop to be held since 2019 in the aftermath of COVID19.
In that workshop, STEPI and CONCYTEC invited a number of Peruvian experts who have specialties in each of the six priortized sectors. Then, STEPI and CONCYTEC had three-day practice sessions focusing on technology foresight. The Peruivian experts handpicked the main drivers that can influence the six prioritized sectors, assessed the impacts of those drivers, and drafted scenarios that can be envisioned during the sessions. At the same time, STEPI, CONCYTEC and the Korean Embassy in Peru held joint forums to explain the project details and share Korea-specific experiences with the Peruvian public.
This year, STEPI and CONCYTEC have endeavored to build up the National Technology Roadmap for priortized sectors on the heels of activities implemented in 2022. First off, STEPI invited a number of Peruvian experts to South Korea for the Capacity-Building Workshop in March 2023. It marks the first official visit to South Korea by delegates from our partner countries since 2019. In this workshop, we started to construct the technology roadmap by reviewing previous works done in 2022, learning fundamental concepts and methodologies, and sharing relevant case studies.
Then, STEPI held online workshops twice on August and September to CONCYTEC, making on-time progress of the schedule. Finally, the STEPI Team visited Lima on October again to complete the techonology roadmap. During the two and a half days, STEPI and Peruvian experts worked diligently and managed to finish the task successfully. The Peruvian experts proudly presented the technology roadmap draft for the priortized sectors on Media Day held on October 19. The most impressive feat was that the Peruvian experts directly completed a draft of the technology roadmap. In summary, a major goal of this project, which is capacity building, was successfully achieved.
In 2024, STEPI and CONCYTEC will jointly conclude the final mission of this three-year project by strengthening R&D planning capabilities and establishing technology foresight center. Based on the hands-on experiences and achievements in the last two years, STEPI and CONCYTEC are expected to reap productive outcomes and complete the mission as planned
