■ Background and Necessity

● With the advent of the new space era, new and diverse services using satellite information are being developed, and the related market size is also continuously expanding.

- Market size related to satellite information utilization is expected to double by 2030 compared to 2020 (EuroConsult, 2021)

● However, Korea's technology level related to satellite information utilization is very low, and the size of the space industry is only 1% of the global space industry (jointly by related ministries, 2021), so technology and market dependence is a concern.

- The level of space exploration and utilization technology, including remote sensing technology, is 56% of that of the United States, and it is evaluated that there is a 15-year technology gap (Ministry of Science and ICT‧ Korea Institute of Science and Technology Planning and Evaluation, 2021)

● In order for Korean companies to have competitiveness beyond survival in the rapidly changing space industry environment, it is urgent to implement policies to enhance the value of satellite use and expand the related analysis market, such as diagnosing the level of satellite information utilization in Korea and preparing measures to improve it. need

● Therefore, through international comparison of satellite information utilization papers and expert interviews, we intend to identify the level of satellite information utilization in Korea, analyze the causes of vulnerability, and suggest the urgency of a paradigm shift in satellite information utilization.

■ Status of satellite information utilization (results of paper analysis by field)

● In the field of remote sensing using satellite information, the level of Korean papers is still evaluated as being at a low level.

- Although the number of papers is relatively small, the relative citation index is not at a high level

● There are few papers in the field of national security using satellite information, and the number of papers in the fields of national land management and agriculture/forestry/water resources is also low at 19th.

● The number of researchers (authors) is not large compared to competing countries.

- 1/29 level of China

■ In-depth analysis: reasons for shortage and improvement measures (expert interviews and survey results)

● (number of papers) lack of accessibility, lack of budget, lack of users

- Need to improve satellite information accessibility such as free distribution

- It is necessary to expand support for related academic societies and researchers by securing sufficient budget

- Need to expand user base through research institutes, community support, and joint/collaborative research projects

● (Dissertation level) Lack of basic research, immature research environment

- Need to strengthen support for basic research such as development of core algorithms

- It is necessary to improve the consciousness of researchers who focus on quantitative performance related to evaluation

- Division of roles and strategic support are necessary to conduct high-quality research in academia

● (Number of researchers) Job shortage (lack of market), focus on satellite development, lack of academic systematization

- Need to foster business and build a circulation system

- It is necessary to support research projects, attract excellent students, and strengthen education in each specialized field

- It is necessary to establish an academic classification and definition of remote sensing

● (Use of satellite information) Lack of accessibility, timeliness, convenience and demand

- Need to improve accessibility and timeliness by improving data policy (price, security, etc.)

- Convenience needs to be improved by providing API for data provision and software for development

- Need to foster specialized institutions such as establishment of research centers for each field of satellite information utilization

- Necessity of corporate development policies that discover and support new global services

■ Policy Implications

● It is urgent to prepare a plan to improve the utilization of satellite information

- Improving data policies such as free distribution and complementary mitigation

- Improvement of convenience, timeliness, diversity, continuity and reliability by providing API, providing satellite information of desired time, desired place, and various channels continuously, and providing satellite information of stable quality.

- Vitalization of satellite information utilization community

● Need to secure professional manpower and train them

- Initially, government-led planning and budget input to build the ecosystem

- Establishment and operation of departments and research centers for each field in universities (graduate schools) that are committed to fostering human resources for space

- Operation of professional manpower training programs for each satellite utilization center

■ Paradigm shift in satellite information utilization and implementation of policies are urgently needed to increase the value of satellite utilization and expand the related analysis market

● Transformation of existing satellite information utilization awareness

- (Existing) Sun, satellite development → Later, satellite information utilization

- (Conversion) Establishment of a market-based satellite information utilization plan that is meaningful in the first and industrial fields → Later, development of satellites optimized for use in the industrial fields

● Law, regulatory overhaul and policy enforcement

- Improving data policies that make it difficult to activate the use of satellite information, such as pricing policy and security policy

● Securing sufficient budget

- Increase the satellite information utilization budget from 6-7% of the satellite development budget to 20-30%
